पत्रकारों को दीपावली का तोहफा की तैयारी, मंगलवार को कैबिनेट बैठक में उठेगा वेतनबोर्ड मुद्दा


   केंद्रीय श्रम मंत्री मल्लिकार्जन खड़गे ने कहा कि पत्रकारों एवं गैर पत्रकारों के लिए गठित मजीठिया वेतनबोर्ड की सिफारिशों को लागू करने का मुद्दा मंगलवार , 25 अक्तूबर को होने वाली केंद्रीय मंत्रिमंडल की बैठक में उठेगा। संभव है कि सरकार का पत्रकारों को दीपावली पर यह तोहफा हो। बुधवार को दीपावली से ठीक पहले कैबिनेट की इस बैठक पर पत्रकारों की भी उम्मीदभरी नजरें टिकी हुई हैं।

एक कार्यक्रम से इतर संवाददाताओं के साथ हुई बातचीत में यह ध्यान दिलाए जाने पर कि यह मुद्दा काफी समय से लंबित है, खड़गे ने कहा-हमें उम्मीद है कि अब यह सुलझ जाएगा। मालूम हो कि मजीठिया वेतनबोर्ड की सिफारिशें सरकार को पिछले साल दिसंबर में सौंप दी गई थीं।

सुप्रीम कोर्ट ने 11 अक्तूबर को विभिन्न समाचारपत्रों के प्रबंधन के अनुरोध को खारिज करते हुए वेतनबोर्ड की सिफारिशों के बारे में केंद्र सरकार पर कोई भी फैसला करने से रोक लगाने से इनकार कर दिया था।( कन्नूर , 23 अक्तूबर (भाषा)।

सरकार पत्रकारों व गैरपत्रकारों के लिए मजीठिया वेजबोर्ड की सिफरिशें अगली सुनवाई से पहले लागू करे -सुप्रीम कोर्ट

  केंद्र सरकार पत्रकारों व गैरपत्रकारों के लिए मजीठिया वेजबोर्ड की सिफरिशों को लागू करने की अधिसूचना जारी करने के लिए स्वतंत्र है। यही बात सुप्रीम कोर्ट ने पिछली सुनवाई में भी कही थी मगर कुछ संगठनों व अखबार संस्थानों के दबाव में सरकार अब तक अधिसूचना नहीं जारी की है। अब सुप्रीम कोर्ट ने आज उसी मामले की सुनवाई करते हुए कहा कि अगली सुनवाई सात दिसंबर को होने के पहले केंद्रीय कैबिनेट पहले अधिसूचना जारी करे तभी आगे विवादित मुद्दों पर सुनवाई होगी। अखबार प्रबंधन ने वेजबोर्ड की वैधता पर भी सवाल उठाया है। कोर्ट का कहना है कि सरकार पहले इसे लागू करे इसके बाद विवादित मुद्दों पर कोर्ट सुनवाई करेगा। प्रबंधन की आपत्तियों पर कोर्ट ने सरकार से भी अपना पक्ष पेश करने को कहा है।
  मालूम हो कि कुछ अखबार प्रबंधनों ने केंद्रीय श्रम सचिव को चिट्ठी लिखकर यह अपील की थी कि सरकार कोर्ट का फैसला आने से पहले वेतनमान लागू करने पर कोई फैसला न ले। सुनवाई कर रहे दो जजों दलबार भंडारी व दीपक मिश्र की सुप्रीम कोर्ट की पीठ ने अखबार मालिकों के इस रवैए को गंभीरता से लिया और अनुचित बताते हुए अखबार मालिकों के वकील फाली नरीमन व केके वेणुगोपाल को पत्र को फौरन वापस लेने का आदेश दिया। इस पत्र की तरफ कोर्ट का ध्यान अतिरिक्त सालिसिटर जनरल पराग त्रिपाठी ने दिलाया था।
 अभी कल ही अखबार संगठनों ने अधिसूचना जारी होने में देरी के विरोध में १४ अक्तूबर को पूरे देश में धरना देने का एलान किया। जबकि आज ही केरल के पत्रकारों ने कोच्चि में जुलूस निकाला और नारे लगाए।

Cabinet free to act on scribes' wage board recommendations: SC
New Delhi, Oct 11 (PTI) The Supreme Court today yet again
refused to restrain the Union Cabinet from taking any decision
on the Majithia Wage Board's recommendations for journalists
and non-journalists, turning down pleas by various media to do
so.
"Propriety demands that when the matter is before the
Union Cabinet, we should not pass any order. However, any
decision taken by the Union Cabinet will be subject to the
final orders passed by this court," a bench of justices
Dalveer Bhandari and Dipak Misra said.
The bench made the observation following repeated pleas
of various newspaper managements to restrain the Union Cabinet
from taking any decision on the wage board recommendations on
the ground that the matter is pending before the apex court.
The bench took serious note of newspaper managements
writing a controversial letter to the Union Labour Secretary
asking him not to take any decision on the recommendations
till the matter was decided by the apex court.
Additional Solicitor General Parag Tripathi had drawn the
attention of the bench about the letter.
"It is very, very unfair on your part to write such a
letter," said the bench, prompting senior counsel Fali Nariman
and K K Venugopal for newspaper managements to immediately
withdraw the letter.
While recording in its order, the managements' act of
withdrawing its letter to the labour secretary, the bench
asked the Union government to file its counter affidavit on
the batch of petitions by the managements challenging the Wage
Board recommendations.
The court was hearing a bunch of petitions by various
newspaper managements and media houses including Anand Bazar
Patrika Pvt Ltd (ABP), Bennett Coleman Co.Ltd and news agency
United News of India (UNI), which had challenged the Majithia

The court said any decision by the Cabinet will be
subject to its scrutiny on the validity and other aspects.
"We have not held the (the Working Journalist and Other
Newspapers Employees) Act as ultra vires. So where is the
question of restraining the government. If you have any
objections on the provisions, you can challenge it. May be,
some of the recommendations could also be in your favour, so
let us wait," the bench said when it was contended that the
Wage Board itself was constituted in an illegal manner.
The counsel submitted that though the Act envisaged
constituting the Board with independent members, the
government had handpicked its own people thus not providing
any level-playing field to the managements.
They contended that the composition of Board members was
loaded in favour of the employees.
"Government has manipulated the whole process to make the
newspaper managements subservient to it," Venugopal told the
bench, adding "it is not Wage Board in the eyes of the law."
The bench said these issues can be taken up by the
petitioners after the Cabinet takes a decision. It posted the
matter for further hearing on December 7 rpt 7.
The court earlier on September 21 too had refused to stop
the Cabinet from taking any decision on the wage board's

KUWJ-KNEF workers picket BSNL exchange
Kochi, Oct 11 (PTI) Hundreds of activists belonging to the
Kerala Union of Working Journalists (KUWJ) and Kerala
Newspaper Employees Federation (KNEF) took out a march and
picketted the BSNL telephone exchange here today demanding
early notification of Justice Majithia Wageboard
recommendations for journalists and non-journalists.
Holding banners in support of their demand, the activists
raised slogans condemning the delay in the issuing of the
notification by the central government.
The picketing was inaugurated by media critic and former
MP Sebastian Paul.
Police arrested few activists and removed them.
Today's picketing was part of the second day's 'blockade'
agitation by KUWJ and KNEF. Yesterday, the picketing was held
before the income tax office at Kozhikode.
The two unions are organising a three-day agitation at
Kozhikode, Kochi and Thiruvananthapuram demanding early
implementation of the recommendations of Justice G R Majithia
wageboard for Journalists and Non-Journalists of Newspaper and

पत्रकारों का धैर्य टूटा, १४ को करेंगे राजधानी दिल्ली व देश भर में प्रदर्शन

 चुनाव वाले पांच राज्यों में कांग्रेस के खिलाफ अभियान की धमकी

  सुप्रीम कोर्ट के सरकार को अधिसूचना जारी करने की छूट देने के बावजूद पत्रकारों व गैरपत्रकारों के लिए मजीठिया आयोग की सिफारिशें लागू करने की अधिसूचना न जारी करने पर संभवतः अब पत्रकारों का धैर्य भी टूट रहा है। पत्रकारों की यूनियनों ने अब १४ अक्तूबर को देश भर में न सिर्फ धरना देना तय किया है बल्कि यूपीए अध्यक्ष सोनिया गांधी और युवा नेता व कांग्रेस महासचिव राहुल गांधी से इस मामले में दखल देने की अपील की है। दिल्ली में सोमवार को पत्रकारों के राष्ट्रीय संगठन (सीएनएनएईओ) कान्फेडरेशन आफ न्यूजपेपर एंड न्यूज एजंसी इंप्लाईज आर्गनाइजेशंस ने दिल्ली में कांग्रेस दफ्तर के सामने और पूरे देश में प्रदर्शन करने का फैसला लिया।
  बैठक में पत्रकारों ने यह चेतावनी भी दी कि अगर अधिसूचना जारी करनें में और देरी की गई तो पत्रकार आगामी पांच राज्यों के होने वाले चुनाव में कांग्रेस के खिलाफ अभियान चलाने को मजबूर होंगे। पत्रकारों ने विपक्षी दल भाजपा व अन्य पर चुप्पी साध लेने का आरोप लगाते हुए मांग की कि विपक्षी दल सरकार पर अधिसूचना जारी करने का दबाव डालें। सरकार पर भी अखबार मालिकों के प्रभाव में आने का आरोप लगाया। ( पत्रकारों के प्रदर्शन की इस पूरी खबर को  समाचार एजंसी पीटीआई ने दिया है। आप भी देखें )-------

Scribes to hold protest against govt for denying wage revision
New Delhi, Oct 10 (PTI) Employees of newspapers and news
agencies today decided to organise nation-wide protest dharnas
on October 14 against the Centre's "failure" to notify the
recommendation of wageboard for journalists and
non-journalists.
The decision to hold protest dharna in front of Congress
office in Delhi and in the state capitals on coming Friday was
taken by Confederation of Newspaper and News Agency Employees'
Organisations (CNNAEO) at a meeting here.
Besides, CNNAEO General Secretary M S Yadav, others who
attended the meeting included AINEF leader Santosh Kumar and
Madan Talwar, NUJI M D Gangwar and Rajendra Prabhu, IJU Madan
Singh, UNI Workers Union leaders M L Joshi and A L Gawade, PTI
Federation leaders Ajay Tyagi, Sanjay Sinha and Rajbir Singh,
IFWJ Parmanand Pandey, Times of India Employees Union Roop
Chand, Indian Express Employees Union leader C S Naidu and DUJ
S K Pande.
"Prime Minister Manmohan Singh had assured the media
employees that he would do his duty (by implementing
recommendations of G R Majithia wage boards recommendations...
why he is going back on his words," Yadav said.
"Cabinet can always consider the issue. No one is
preventing you to take decision," a Bench of justices Dalveer
Bhandari and Deepak Verma had said during last hearing on
September 21 after it was mentioned that the Cabinet has not
been able to take a decision because of the pendency of the
case before the apex court.
"So what prevents the government from doing its duty,"
the CNNAEO leaders questioned.
Yadav accused the UPA government of being under influence
of the owners of media organisations who are working overtime
to deny hike in salary to journalists and non-journalists
despite shooting inflation rate.
He warned the Congress party that if it continued with its
"anti-workers" attitude, mediapersons would not hesitate to
campaign against the party in the forthcoming assembly
elections in the five states.
The CNNAEO General Secretary urged UPA chief Sonia Gandhi
and AICC General Secretary Rahul Gandhi to come forward to
safeguard the interests of journalists and non-journalists.
He also accused the opposition BJP and others of merely
"paying lip service" to the cause of mediapersons and demanded
them to pressurise the government to notify the wage boards

रोमिंग चार्ज से मिलेगा छुटकारा

  संचार मंत्री कपिल सिब्बल ने सोमवार को दूरसंचार नीति 2011 का ड्राफ्ट जारी किया।
ड्राफ्ट में मोबाइल फोन धारकों के लिए रोमिंग चार्ज खत्म करने की बात कही गई है. अगर इस ड्राफ्ट को कैबिनेट से मंज़ूरी मिल जाती है तो मोबाइल फोन ग्राहकों को बड़ी राहत मिलेगी।

इस ड्राफ्ट में मोबाइल धारकों के लिए एक और बड़ी सुविधा का प्रावधान दिया गया है. जहां एक ओर लोगों को रोमिंग चार्ज से मुक्ति मिलेगी वहीं देशभर में कहीं भी वही नंबर रखते हुए कंपनी बदलने के सुविधा भी मिल सकेगी. इस सुविधा को इंटर सर्किल मोबाइल नंबर पोर्टेबिलिटी (एमएनपी) कहा जाता है. सिब्बल ने कहा नीति के मसौद में पूरे देश के लिए एक लाइसेंस, पूर्ण एमएनपी और मुफ्त रोमिंग सुविधा उपलब्ध कराने का लक्ष्य है।

कपिल सिब्बल ने ड्राफ्ट की घोषणा करते हुए कहा कि टेलीडेन्सिटी मेंम 74 फीसदी का विकास हुआ है. उन्होंने यह भी कहा कि वर्ष 2020 तक शत प्रतिशत आबादी को फोनधारक बनाने का लक्ष्य रखा गया है।
मंत्री ने कहा कि दूरसंचार नीति में स्पेक्ट्रम को लाइसेंस से अलग बाजार मूल्य पर बेचा जाएगा।

सिब्बल ने कहा सरकार 2017 तक 300 मेगाहर्ट्ज़ और 2020 तक और 200 मेगाहर्ट्ज़ स्पेक्ट्रम उपलब्ध कराएगी. उन्होंने यह भी कहा कि नए लाइसेंसों, पुरानी कंपनियों को नए लाइसेंस व्यवस्था में शामिल करने की अनुमति देने और बाजार से बाहर निकलने की छूट देने की नीति पर ट्राई से सुझाव मांगा जाएगा।
